Conference background:
Albania is in the path of becoming a full EU Member-State and as such it is committed to transpose all relevant waste management legislation and implement systems according to EU standards and good practices.
In this framework, the country has a significant way to cover, since current waste management system is well below EU standards, including mainly waste collection and disposal. Mixed waste collection is available in most cities and towns, while a big part of the rural areas is not covered by sanitation services. Few fragmented initiatives are in place with respect to waste recycling, but the great majority of the waste quantity ends up in improper landfills and dumpsites. There is also one incinerator in operation. Apart from the technical deficiencies of the current system, there are also gaps in institutional capacities and lack of financial resources.
Currently, the Ministry of Tourism and Environment, is being prepared for the negotiations with EU regarding Chapter 27 on Environment and Climate change and has been intensively working towards the transposition of key EU legislative provisions into Albanian legal system.
In this context, the program SANE 27 (Support Albanian Negotiations in Environment, Chapter 27) organized a very successful national conference on waste management, with focus on two major objectives: i) assess the current waste management system reflecting EU negotiations requirements, ii) analyze the EU waste policy and legislation requirements, iii) identify gaps and needs in terms of planning, capacities and responsibilities of competent institutions, infrastructure and funds.
The conference took place on October 13-14, 2020 at Rogner Hotel Tiara as well as via Zoom platform in which more than 100 participants joined in both days. The conference was attended by Minister of Tourism Blendi Klosi, Ambassador to EU He Luigi Soreca and Swedish Ambassador He Elsa Hastad. Furthermore, at this conference were present in person and virtually representatives from national, regional and local authorities that have competences in waste management, representatives from private sector, EU Delegation and other donors (World Bank, EIB, KfW, UNEP/UNDP, EBRD, IBRD, etc.), Waste collectors and operators, NGOs and as well representatives from academia .
At the conference, 13 International Experts shared their experience of EU member states and Candidate countries in establishment of the integrated waste management systems and the challenges they face during EU negotiations process.
